Ex-police detective to appeal after key part of lawsuit tossed

WEST VALLEY CITY — A former West Valley police detective will appeal a ruling that tossed out key parts of a federal lawsuit claiming he was wrongly scapegoated for problems in his department after he fatally shot a woman during a drug investigation.
