CARMEL, N.Y.— Longtime Carmel police officer Frank Chibbaro has been promoted to the rank of detective. The Town Board awarded the promotion at its meeting last week. Chibbaro, who resides in Yorktown, is a 1992 Mahopac High School graduate.
